its PHP...
it means $post (a variable) is equal to $post + 1. -> $post = $post + 1 / $post+=1 / $post++.
echo $post; is the command to, well, echo $post

This forum uses PHP to work. I could probably even write this type of forum myself. It would take some time, but it would be possible.
