I'm wondering about spell making and applying spells to items. I know that you need the spell to be able to apply it to an item, but do you also need to be able to cast it?

Ex. If I have a invisibility spell that requires 75 Illusion, but I don't have 75+ Illusion, would I then be able to make a new invisibility spell/apply invisibility to an item? (I don't know if actually can apply invisibility to a item, but it's just an example)...
