Isn't there a standard being developed for animated png files? Would that give you a higher quality? Or am I just confusing myself and potentially countless others?

Maybe. But if png suddenly became good quality, then everyone would just use jpg's.

It appears that there are two such standards: APNG and MNG. Oddly, APNG, which is more of an unofficial branch, has more support, according to the tables on the wiki pages. You can also animate SVG graphics using SMIL or JavaScript, and there might be some built-in functionality to fade from one image to another. SVGs, SMIL and JavaScript are all widely supported, and SVGs can have pretty much any kind of graphic. SVGs can also be zipped to be SVGZs, which will reduce the file size.

Edit: Note to self: Brush up on SVG and JavaScript as relating to SVG, and find a SMIL tutorial or two.

Actually, I don't think this is entirely the case. Iirc jpg is better when you have a picture with a lot of colours. There is a reddit post I read once that explained it nicely, I can find it when I get home if you'd like
